Jack Hammond is our water law and municipal water rights expert. He has dealt in all aspects of the permitting, extension certification and protest of municipal water rights. He has enacted legislation that deals with:
- partial perfection of municipal water rights
- water authority formation
- use of surplus water associated with municipal rights on non-appurtenant land
- protection of municipal water rights from from pre-1909 water right filings
Jack speaks on water-related matters to groups such as the League of Oregon Cities, Oregon City Attorneys Association, Oregon Association of Water Utilities, Oregon Water Utility Council, American Water Works Association, Special Districts Association, and various continuing legal education programs including the Government Law Section of the Oregon State Bar.
Jack has also served as a member of the Oregon Water Resources Department, Community Water Supply Task Force, and the Municipal Permit Extension Task Force.
