Oregon & Washington Public Finance Attorneys

BEH is well versed in local budget law and legal issues surrounding infrastructure financing.

In particular, we have:

  • designed and implemented Systems Development Charge (SDC) ordinances
  • defended appeals of city SDC charges and other financing tools
  • created advance financing ordinances and agreements to allow for oversizing of public facilities
  • negotiated and developed intergovernmental agreements for grants and other financing mechanisms for public improvements

BEH has been selected as special counsel to jurisdictions throughout the state to analyze the legal soundness of proposed system development charge methodologies.

David Dougman, Chad Jacobs and Courtney Lords practice in this area.
