Paul C. Elsner, a Founding Partner and who became Of Counsel with the firm, brings 30 years of experience as a local government attorney both as in-house counsel and as an outside advisor.  He has dealt with a full range of local government law topics including property acquisition, municipal finance, elections law, code enforcement and codification, liability, risk management, litigation and appellate work.  He served for nearly ten years as a Deputy City Attorney for the City of Portland and another seven as an Assistant General Counsel for the Port of Portland.  Paul has been honored by his peers with a Martindale-Hubbell AV-Preeminent Rating and a listing with Best Lawyers® in the practice area of municipal law and municipal litigation.

Paul has practiced law with his wife Pam Beery since 1996.  They share their southwest Portland home with a number of canine friends.  Paul relishes his time with his wife, perfecting his fly-fishing casts (since he never catches anything), working on restoring (and driving) his 1965 Austin-Healey and listening to great jazz on KMHD in Portland and Canada-2 when he and Pam are at their place on Orcas Island, Washington.
