Pamela Beery has 30 years of experience representing
the interests of local governments. Her two specialty practice areas
are land use and telecommunications law.
Paul Elsner has 28 years of experience in local government law
with significant experience in property acquisition, municipal finance,
code enforcement and codification, civil forfeiture, litigation and appellate
practice, liability and risk management.
David Doughman specializes in land use
and public contracting issues for the firm's clients.
Thomas Sponsler has over 30 years
of experience representing Oregon local governments and has served as
Gresham City Attorney and Multnomah County Attorney. He advises city
and county officials on a full range of public law topics and is
the author of the 2004 Model City Charter, published by the League of
Christopher Crean specializes in land use
and government relations, having spent four sessions with in the Office
of Legislative Counsel in Salem and one session as Special Counsel to
the Senate Land Use Committee.
Chad Jacobs focuses on municipal law, employment law, litigation & administrative law.
