BEH is the partnership of Pamela Beery, Paul Elsner and David Doughman who have spent their careers in public service. Pam, Paul and David are joined by five other quality lawyers and a support staff of paralegals and legal assistants to ensure responsive, cost-effective service to our valued clients. This uniquely qualified team of lawyers and staff is dedicated to representing local government clients throughout the Northwest—and ours is the only firm of its kind in Oregon.
