ABOUT BEH > FIRM HISTORY
BEH was founded in 1998, when Pamela Beery and Paul Elsner recognized the need for a law firm in Oregon that dedicated itself solely to the representation of local governments. As the practice of municipal law becomes increasingly complex, and opposing interests seek advantages through negotiation, litigation and legislation, the kind of conflict-free representation that BEH offers is key to the business of our local government clients.
Pam and Paul were joined by partner John H. "Jack" Hammond in 2004. We are nine lawyers strong in 2007: Pam, Paul are joined by Jack and by Thomas Sponsler, a 32-year veteran of municipal practice, we are also fortunate to have David Doughman, Christopher Crean, Nancy Werner and Heather Martin working with us, each of whom has substantial experience in representing local government. Although still very active in the firm's practice, Jack reduced his hours and transitioned his role from partner to of counsel in July 2008.
Together with our support staff, we are committed to delivering cost-effective and responsive legal services. We look forward to the ten-year anniversary of the founding of the firm in January, 2008.
